Definitely clay bar and full detail. It will help keep the dust off of it. You will have plenty of time while it sits in your garage.

Clay bar, wax, sealants etc will not repel the dust, if it is sitting uncovered all winter.

Only way to keep dust off the car is to keep it covered. But make sure to do a good detail before hand, keep the surface slick for the cover to sit on it.

washing, claying, putting sealant and wax on isn't that hard... is this comment really necessary?

Why must I have to always explain myself. Cant you read between the lines. The point was that just clay bar and wax will not keep your car clean all winter long. Full detail means clay bar, polish, sealant, gloss or wax. And yes, their are products out there that will HELP repel dust, as I said.

On a side note, if you are going to cover it, don't buy a cheap car cover. They only make it worse and trap dirt and dust.

a car cover scratches every time you put it on and take it off unless you have the dexterity of a surgeon every time

No, you won't be able to apply a sealant over a wax as it won't adhere properly. You will need to strip your current wax before you apply the sealant. Once you apply the sealant you'll then be able to apply your favorite carnuba.
