I don't plan on installing the plate. I will tell them next time I get caught that the tow hook goes there, and if a plate is present...the car will not be towable.
This is a MD traffic law, which is enforceable in other participating states/DC as well.
He probably got on his knee because he felt you were lying to him about the accident.
However, you could have posed him a question and asked how many Corvettes have you pulled over for the same violation?
I actually got a ticket a month ago in DC for not having a front VA license plate.
I coughed up the $50 loss due to not wanting to deal with the DC courts. I now have placed my front license plate via the paper clip modification.

P.S. I believe you can show that you fixed this violation in court and the fine will be waived.
