Maybe he uses it for data logging? I have an ap that sends water/oil/intake temps, etc. to my cell for track days and I mount it to the windshield (right in my line of sight).
Usually my phone is in my pocket, otherwise most phones fit nicely sitting on top of the cover for the cup holders (if 6spd)... until you corner too fast. For track days I used to put the phone in the same spot, but with the cover open and it would sit there nicely and was great for a lap timer ap.

And also like you're saying, it has been known to jump the fence on occasion.
I have mine in the same spot as that pic. I use it for spotify and navigation all the time, and i 3D printer a phone holder with integrated wireless charging pad so its super convenient.
Trash tray? if your referring to where the front DC 12v is, then no, phone is too big to fit in there.
Funny you say that bc I did just get a ODB reader and downloaded Fusion app. Also my phone has also been known to flow out the cup holder and I like having the additional space there now without the phone in the way.
I also use Spotify and Pandora most of the time so its the new holder does make it convenient if I need to glance over.
