Hello all - throwing this out there in the hope that someone has seen this before and has fixed/treated this before (preferably as a DIY project.)

Has anyone seen this before? Any thoughts on how to fix this besides getting a body shop to repair it?

Loctite sells a rust stabilizer that you can paint over after with touchup paint. Make sure you put some clear coat after
