Horn keeps blowing

On my dad's M the fuse for the horn keeps blowing. Not often but like 3 times in the past month. The horn sounds weird too. It doesn't sound like it use to. If you hold the horn long enough for about 10 seconds straight the fuse blows. I checked the wiring with a multimeter and it's getting voltage so it's obviously not a wiring problem. Could it be the relay going bad? Or the horn itself? May I remind you the horn doesn't sound like it usually sounds like. Help would be appreciated

Can you take a video of how it sounds? Does it sound more high pitch than normal?

What was the voltage? Since you have a multimeter, can you get the current running through it too? Might be something wrong with the resistance, too much current will blow the fuse.
