Just Dipped the grill and painted the rotor cores.

New dealer installed rotors started rusting an hour after the first wash.
Next up: spray and tag the Akebonos

That leads me to a question. The dealer put these on just after I picked up the car. They were brand new and spanky clean of course. One car wash and they started to rust.
This is not new to me. Pretty much every set I've ever put on a car did this. I assume it is due to cheap rotors?
I've even painted a new set previously and the rust came right through fairly quickly.
Other than ensuring I get pre-painted rotors is there a way to tell which ones will keep their natural metalic finish?
I've seen many unpainted rotors that do not rust on the hats.
What should I be looking for to get the same quality?

Anyone know how to determine which rotors have unpainted hats that do NOT rust, or need to be painted? I see so many cars with them.
Many of the ones will be silver zinc coating, so it looks like bare steel but it's actual silver. There may be brands that have a high temp clear coating applied but not sure on that.
