Bugs! Bugs! Bugs!
Normally you shouldn't leave the bug crap on your car too long. I keep a bottle of quick detailer and a microfiber in the trunk and clean them off if they are bad.
You can try a bug and tar remover product. Those work ok. Another thing I have is a bug and tar cloth (they also make sponges but I think those may scratch). Just soak it down good and then go over it a few times with whatever you are using to wash your car with (speepskin of microfiber glove or bug cloth).
Also, keep a good coat of wax on it. Makes for easier removal.

The Bug and Tar stuff in my opinion is junk. It is not a wipe on wipe off process. It often requires a fair amount of scrubbing and I find this unacceptable as the product is abrasive enough to strip polishes and wax off yet not effective enough to pull off the bug residue immediately.
I would suggest using a clay bar (mother's, meguiars, etc will all work fine). A couple of quick passes and all the residue will be removed as well as any other contaminents. You'll want to rewax the bumper area afterwards, but you would likely have done that with the bug remover anyway.
