Hood is rubbing on the fender

Question Hood is rubbing on the fender

First off, i'm new here and I hope i'm posting in the right place..
I have a 2013 G37 Sedan, it was in an accident on the passenger side prior to me purchasing and whoever did the repairs did it half ***.

The hood rubs on the corner of the fender on the driver side.. Are things just out of alignment? Could it be the hinges are bent or bad somehow?
I tried loosening the bolts into the hood and pulling it towards the passenger side but it didn't make a noticeable difference.
Maybe I need to try at the bottom of the hinge where its bolted down?
For the time being, I loosened the 2 10mm bolts on the top of the fender and pulled it away, but it looks funky sticking out where it meets the A-Pillar.

Also, there's noise and a noticeable amount of play in the hinge and shock when the hood it open all the way and you lift it up and down slightly.

I would take it to a body shop. There could be a lot going on that you can't see causing the body panels to be misaligned. new body panels could have been put on without properly fixing the damage underneath. Half assed repairs like this can be potentially dangerous and deserve the attention of a professional
