Bolts Rusted out for Oil Under Cover

The previous owner of my G had the bolt head broken off for about 4 of the oil flaps and was being hung up by zip ties.
What is the best way to get these bolt out now that the head is broken off

The above screws are the ones that are broken and looking for the best way to get them out without having to resort to zip ties again.
Thanks

Take the flap off.

Look at the retainer nuts that exist behind the screws you just took out. Note how they go on.

Remove the retainer nuts from the broken screw locations. You may need to spread them slightly to release them. If someone removed them already...you've just won a free prize: ~10mins of your time.

Buy new retainers and go on living happily. Use anti seize on them. Dont over tighten them.

Here you go. These are a cheap replacement. I'm sure higher quality ones exist. The square thingies are retainer nuts mentioned above.
