A TSB, or ITB as Infiniti like to call them, are NOT recalls. They are merely internal informational bulletins for their technicians to use as a reference for expedited repair procedure for commonly occurring problems. If your car is still covered under warranty, and has a legitimate problem/malfunction, then the dealership will be obliged to repair it regardless of whether the fix is mentioned in an ITB or not. Therefore, mileage is never mentioned in an ITB, since it is irrelevant as to whether the procedure is useful or not.
