Bigger or faster fans could help but it won't solve the problem . So its nothing to do with fans , in slow driving the air amount coming through the radiator the same that fans dose or maybe less (i am taking about 20 km/h) , but then temp drop & AC works fine.

Also, when you changed the radiator and hoses, were you certain to bleed all of the air out of the system when refilling? This is critical to good engine cooling.

I got this WaterWetter , but what amount should i add to make 20% coolant (WaterWetter) & 80% distilled water ? i think the total capacity of rad is 5 liters.

I'm pretty sure it's much more than that, capacity on US spec models is 9.0 liters. You need to find out for certain how much yours holds.

The Water Wetter is not coolant, it's just an additive. You'll need to add it and then the appropriate amount of coolant too. After you drain and flush, add one bottle of Water Wetter, then put in about 7.2 liters of water and 1.5 liters of coolant (if the capacity is 9.0 liters) to make an 80/20 mixture. Top off with water.

If it never ever freezes (0% chance), I'd put more than 80% water. Maybe at least 90%. The coolant is only to provide anti corrosion properties. It'll keep your cooling system from freezing, but the more coolant you run the less effective the system will cool. The more water the cooler it will run.

I'd double check you dont have an air bubble, and rebleed the radiator.Even a small one can cause the symptoms you're describing.
