Leaking Gas Tank/Tank Replacement

So I was looking to replace my fuel pump to ru E85 and found a mess of silicone all over. Thought it was quite odd and removed the screws for the fuel pump plate and noticed they had different heads. Took them out, and they all had three washers on them as well. I took them out, and couldn’t even get the fuel pump plate off. It’s like glued on there. Anyways, my car is leaking gas once it hits above 3/4 of a tank. I have been informed that the likely cause is non factory screws used for the plate which punctured the tank and therefore is the reason the silicone is all there. Has anyone replaced their fuel tank?

Update: I did manage to replace the fuel tank and now I can fill it up leak free. Had to remove the subframe.
