will claybar clean this?

Since I was going stock I swapped my bumper with this one. This was a 2008 g37s bumper
Will claybar clean this or should I just get a repaint. It kinda feels smooth but very small bumps here and there

If the bumps are raised like things stuck to the bumper then yes. If they are pits then that is paint chipped away, no.

The looks to me like small chips and pits. Paint fixes that, not clay.

I'd clay it and then buff it in several stages with a dual-action polisher.

Clay bar will help, but it's not going to fix anything. If you don't have a DA, take it to a body shop and they will give you a quote, probably $4-500 for the whole car, as mentioned by Cruzisml.
