Panel needs to be repainted, need help

Panel needs to be repainted, need help

Long story short: My car grazed the side of my garage as it was going in so the back right fender had a paint transfer/scratches. Took it to the dealership, they buffed out majority of the white paint that was transferred, looks actually fine from a distance but upclose there are some scratches/dings. Now what I want to know is if the scratches on the side can just be buffed out from the clearcoat, because i went to the body shop near here and they said that they need to paint the whole panel so they can blend it in (costs $550). It seems kinda shady because at the dealership they said that it needs to be repainted but NOT the whole panel, just the scratches and a small area around it. Now I don't know if either of them are just trying to rob me, because honestly the scratches dont seem TOO deep, only the dings seem to be repaired. Any help?

The proper way to do it would be to paint the entire panel of the affected area. Dealerships don't do body work.
