Creaking noise in steering when cold and not moving

This winter my car started Making a creaking crunch kinda noise when it is cold outside and the car is stationary Driving forward the noise goes away and after the vehicle warms up the noise goes away. I had somebody turn the wheel and I was outside and the noise seems to be coming from where the steering wheel shaft goes into the steering rack.

Does this mean my steering rack is going bad? Fluid has never been changed on it so I will do this soon to see if it helps but I'm wondering if it's a telltale sign of impending failure https://youtu.be/zkO7aIIB2ls

Did you end up figuring out what it is? Are there any other symptoms, like wandering?
