Rotor Screws?

Rotor Screws?

When I had my new wheels put on, the mechanic took these off of the rotors. Are these even needed? They only screwed into the rotors, and didn't touch anything else. He thought they were for some process in manufacturing, but wasn't for sure.

Or on purpose. There's a few people who do this so they can cross swap when rotating tires to save money.
