So to replace the city light I would have to go through the same cap as the fog light? Is it just lower through that same hole?

yes. if you've gotten to the cap, all you have to do is look through the headlight while you fiddle around with the wires inside the cap. the light will wiggle a bit if you are on the right one. just tug, and the plug will come out.

YOU SHOULD BE ABLE TO TWIST AND PULL OFF THE CITY LIGHT IF YOU CAN FEEL OR TOUCH THE FOG LIGHT..ITS RIGHT UNDER IT..

no...there's another socket for just the city lights below the fog light housing if i recall

if you're going to replace your fogs & city lights, go through the wheel well...much easier
