its not any easier through the wheel well unless you take the wheel off completely and remove the liner. the cap unscrews and you have to follow the wires to get to the citylight. it pulls out, but it takes a little bit of effort.
So to replace the city light I would have to go through the same cap as the fog light? Is it just lower through that same hole?
yes. if you've gotten to the cap, all you have to do is look through the headlight while you fiddle around with the wires inside the cap. the light will wiggle a bit if you are on the right one. just tug, and the plug will come out.

I finally, finally managed to get the intake out, then saw what LOOKED like it was a cap for the fog light which I can take off, but where in the world do I get access to the city light??
Should I just say screw it and go through the wheel well? If so, whats involved in that?
YOU SHOULD BE ABLE TO TWIST AND PULL OFF THE CITY LIGHT IF YOU CAN FEEL OR TOUCH THE FOG LIGHT..ITS RIGHT UNDER IT..
