I was recently taking apart my dash to switch it out and when I went to put it back together it started to act funny. The gauges cluster is dead and also when i turn off the car it doesn't turn off but goes to ACC so i have to turn it on again and then hold down the button for it to completely shut off. Really don’t know what to do at this point

Use your multi-meter to check for blown fuses.

Your gauge cluster, and start button, is tied directly to the Unified Meter AC Amp- a little white plastic box that is mounted to your radio/CD headunit. There are two connectors. It is VERY EASY to mix them up with some that go to the headunit.
Best advice, check fuses, check connectors. If all else fails, download a copy of the BCS (Body Control System) section of the factory manual and start verifying wires.
More than likely you either blew some fuses, as Telcoman suggested, or you mismatched some wiring connectors. There are some connectors in the center stack (where the radio, screen, switches are) that can easily get mixed up.

You checked ALL of the fuses? Remember there are three (3) fuse panels.
If everything above checks/ed out good, then aside from verifying the connectors and wiring, the prognosis looks grim. Retrace ALL of your steps, double check everything that you disconnected and removed.
I would personally double check the connections at the amplifier first as that is the main driver for the gauge cluster, start button, HVAC, etc.
Best advice: be patient and don't get stressed out. Take your time, take breaks as needed, and go step by step. Wiring can be nerve wracking, but it can be figured out.
