How do I report a user that scammed me?

Deals gone wrong are very frustrating no doubt. A public lynching may even be appropriate. The issue is exposing private info can come back to bite you or hurt your case or put liability on site owners.
This whole experience in part underscores why we have a pics requirement in the for sale section. I'd even go so far as demanding high resolution (not blurry cell phone pics) images that clearly show the widget being offered.
Present available evidence and facts to paypal in a clear and concise manner without any emotion. If the seller refuses a refund and the item was blatantly misrepresented, your case will be successful. Prior to sending any thing back, take clear and legible pictures indicating the flaw(s). Anything shipped with fedex with a declared value of over $500 automatically is signature required. Given the situation, I'd even take pics of the box during packaging so no claim can be made about you sending a box full of bricks .

I bought coils from RedG37s and had an excellent experience. His only mistake was packing and shipping via FedEx. I received my coils today in exactly the condition he told me they would be in. The box they came in, however, was wrecked. There were holes in it, it had obviously been thrown around and part of the coils stud was sticking out of the box.

If coilovers weren't so robust, I could easily see how something sensitive like headlights might be damaged. There was some serious abuse of the box, but I lucked out. I think this is all just a big misunderstanding. He has no problem sending me "before" pictures.

The coils had been poorly packaged and shipped, maybe he should have taken better care to see them packages correctly, but that's not the same as scamming someone.

When i sold these lights there were in perfect condition without any scratches or flaws. When the buyer received the lights he had no problem we did a live video chat and i showed him how to wire the iron mans up and connect the lights. Everything was fine. Its only after the buyer decided he did not want the lights no more couple hours later he tried putting a vault on his package to me and saying he doesn't want them anymore and theres so many things wrong with them.
When i sold these lights there were in perfect condition without any scratches or flaws. When the buyer received the lights he had no problem we did a live video chat and i showed him how to wire the iron mans up and connect the lights. Everything was fine. Its only after the buyer decided he did not want the lights no more couple hours later he tried putting a vault on his package to me and saying he doesn't want them anymore and theres so many things wrong with them.
To give a better perspective, I will give you more insight to the situation. Me and the above user found one another on a posting and swapped our car headlights. Mine were an OEM part while his were "upgraded and customized", so I additionally paid $400 for this upgrade and swapped my OEM ones. I found the posting in the below forum:

I inquired about these, and was told specific things about the headlights; once I received the headlights, I realized these things were not true. It is only then that I tried to get my lights recalled so I could send these headlights back to the above user and dispute the payment. I have also asked to exchange the headlights back and get a refund which the above user has denied me more than once. I tried sending FedEx back to grab my lights and the above user obviously refused.
Through a series of Exhibits, with attached text conversations and images; my goal is to show you the following:
1. The seller lied about the condition of the headlights they exchanged with me.
2. The seller lied about a vendor performing work on these headlights. (The $400 I was essentially paying for).
3. The seller promised me expedited shipping, which did not occur.
4. Another person has also encountered an issue with this seller before. (actually two)
5. I was promised that a value was declared on the package (he claims he declared $600), and also had required a signature.
1. The above user claimed these headlights were for his show car and in great condition. They were customized and supposed to be professionally painted as well. (Please reference image Exhibit 1-1 to Exhibit 1-2. Exhibit 1-3 shows that this paint work was far from professional, showing red on the actual lens of the headlight.) You can also see the sealing work done on the lights is horrendous (See Exhibits 1-4 to Exhibit 1-7) On top of that, the lens behind the shroud that the bulb of the headlight shines through has glue all over it. (Exhibit 1-8) one of the LEDs is also not working I have a pic of this as well. To fix that, I'd have to get the lights opened up which I was quoted $300 for based on the poor seal job.
2. The person claimed that ONEighty did the custom work on the LEDs (Iron Man style) customization on the headlights. , needless to say the headlights did not portray the quality of work that ONEighty puts into every items they work on which is always above par, and the sellers description was not true.
3. I told the seller that due to the downtime, it looks like I would not in fact be able to make this trade. He offered to do next day shipping for me, which I was told happened as Express Ground via FedEx and would arrive on Sunday (Which no one delivers on Sunday) or Monday morning and he could wait for mine. (See Exhibits 3-1 to 3-5). He never shipped them express and I did not receive the lights until Thursday when I was supposed to on Monday.
4. I received a message from a random individual stating they had a poor experience with the above seller as well via PM on Facebook. (See Exhibit 4-1) Another user in this forum has also stated a poor experience.
5. The above seller told me that he insured the item for $600 and required a signature. FedEx informed me that $400 was only declared and no signature was ever required (how can I dispute a package delivery if it does not require a signature). He also sent me a tampered order form. (See Exhibits 5-1 to Exhibit 5-2 for the tampering where he wrote over the declared value and also checked the "Signature Required" box to fool me) You can also refrence the FedEx tracking number and call them at 1-800-463-3339 (tracking number # 797938918121) This is the tracking number for the headlights the above user sent to me.
Given the above you can clearly see that Mr. Hassan was not truthful and neglected to inform me as the buyer of very important things. On top of that, one of the headlights has clear damage, which Mr. Hassan conveniently says is from the shipping, but this damage does not look anything like something that would occur during shipping. I believe this is the reason he purposely did not express ship the item; because it was not as described and he did not want me to find out before he received mine. (See Exhibits A-C) The headlight shroud is also moving around, which I was told will cost me $300 alone to fix.
You can clearly see that there are a multitude of issues with the way the above user presented and approached this situation. He never even sent me close up pictures of the lights, yet claims they were in perfect condition before shipping.
I believe it is only right that I get a full reimbursement of my $400 payment for the custom lights, that were not what I paid for.
Additionally, I have tried to rectify the situation with Mr. Hassan directly. Allowing him the opportunity to send my lights back and I would send him back his, and my money through PayPal of $400 would be refunded but he is not allowing this.
Once again, pictures with the above Exhibits will be posted on Monday (I will try sooner if I can, all previous pictures that had private info i.e.. phone numbers were removed. I will mask the private information on the pictures) so you can reference them along with the above to substantiate my stance.
I am new to the forum and yes I should have taken better precautions.. But this is not right, and people that do things like this will hopefully feel Karma come their way.
