Yes rotors are included, the rotors hats are slightly rusted

It's oem rotors so there is rusting on the rotor hats because they do not com painted, rust on the rotors themselves from brake dust, will post pics when I get the chance.

all i need for this to work on a G35 Coupe (2005) is the bracket correct? Is he willing to go cheaper without the rotors?

I have cash ready but I'm planning on different rotors. So if there's a price difference between taking the rotors or not, that's something I want to know.
