Painting or coating the rotors make the wheels pop. But what really helps is doing the rotor edges (or vents) as well. Paint helps dissipate the heat better but powdercoating is more durable. Powdercoating the hats will also add a little material to the seating surface of where the wheel hub mounts which may be an issue.
