In all states the rear license plate must be illuminated. The illumination must render the plate readable to law enforcement (some room for interpretation of whether or not colors is allowable exists). The light cannot project to the rear unless it is amber or red. LEDs are perfectly fine so long as they provide enough light to read the plate.
