Last summer I got tints from a shop in Hartford, CT. I wanted to stay legal so I went with 40% tints. After the work was done and I saw my car my initial reaction was, why even bother doing 40% tints, you can hardly tell the difference. The guys reaction was well you said you wanted to stay within legal limits. Anyways I left his shop and did what I should have done first, i.e some research and was told that I could have gone with 35% and that would have still been borderline legal, cops don't bother you with 35% and since I have black interior leather, the 35s would've looked good.
So I am planning to go to a shop and get the tints redone, looking for any advice on tints, should I go with 35 or 30? Any forum members who are from CT that can recommend a shop? Do films from different manufacturers make a difference? Whats a good brand film?

You need to get a reading on your current tint to see how much light it actually lets through.
What is your absolute cutoff? The car has a slight tint from the factory, so you need to take that into consideration before putting on a tint that is right at the threshold.
