Agreed, now that I've watched it like 10 times. The first "disappearance" is stupid. You can see the fleeing car's taillights to the left after the officer makes the turn. Probably just got concealed with all the dust being kicked up. Also, if you watch the time on the camera, the car disappears at like 2335 only to "reappear" at 2343 so there was clearly about a minute of footage cut where the officer is probably flooring it to catch up.
The fence thing I don't know. I couldn't see if the fence ended on the left but you would think the officer could and he probably would've backed up and kept on chasing him but maybe it's just more creative editing.
