I believe all K&N filters are oiled and the STILLEN gen 3 kit used K&N filters...So to answer your question yes they are oiled

installing this thing now, was feeling good about it till it said to remove the front bumper.. lol... oh well.. here goes another 2 hours.

It is possible to install it without removing the front bumper, but its tough to do it without wrapping the pipes, as they will most likely get scratched maneuvering the pipes into place, cutting, etc.
It's one of those things that after doing the install over and over, keeping the fascia on makes sense, but for the first time, you get a lot more vision and is ultimately a better method to remove it.
Can't wait to hear your thoughts once it's installed.
