Seat belt not retracting

Recently I've noticed getting back into my car only to open the door to see the seat belt bound up in the door jam or hanging loosely. Now that I notice this, when I let go of the seat belt and open the door, I have to manually feed it through the arm and then it winds back up. Anyone else have a weak retractor or a fix for this? I assume I'll just have to pull the panel and clean it out and re-grease but does anyone have any tips to make this more painless?

Clean the junk off the d-ring and whatever else the belt slides through. Also clean the seat belt itself with some general purpose cleaner.

Is this D ring inside the paneling? If you mean the belt presenter by my shoulder, that things immaculate. I think I'll take apart the panel this weekend and see what I find in there.
