Weird noise after turning off car (water pump)?

Hey guys I just noticed this weird whirling noise after i turn off my car. It sounds like the water pump propellers is going out.

Are your fans on just before shutting the car off? I don't think it's anything engine/mechanical related - once shut off, the fan appears to stop.
