Help Issue with Coolant Reservoir?

Issue with Coolant Reservoir?

Noticed a filthy coolant reservoir today when I opened to hood to do a general inspection. Opened the small, plastic tank and noticed an almost ice-like block of material at the top of the tank. It sits relatively close to the top - I can fit half of pointer finger in before hitting this hard, slimy (not cold) material. Can anyone confirm if this is...normal? There's coolant UNDER whatever this is - looks super dirty though. Concerned...worried

ANYONE?!

Whatever it is it isn't suppose to be there other than coolant. I would have it towed to The dealer immediately.
