Well, I know in CA at least, that they require a facial photo as well in order to prove who was driving the car at the time, otherwise they can't really pursue the ticket/fine. But, like you said, if it's a small fine and has no real impact on your driving record then it's probably not worth fighting it.
Here tickets from cameras are to the registered owner. There's no distinction for who was driving the car, just that it was being driven illegally. They don't show up on a drivers history and don't count towards insurance rates either.

Yeah, you're responsible for the use of your vehicle whether you're driving it or not is how it works here. Years ago I had a friend borrow my car and got a photo radar ticket which showed up in the mail 3 weeks later and I had to get cash from him for it.
