I'd hold off on the tune if you're planning on HFCs or TPs, do it once you get all your motor mods in place.
If you DIY the install then you may be able to get it lowered for $500 on springs and rear camber set, but the alignment will put it over $500. If you hold off on the camber kit you can get in budget but in the long term it's best to get your alignment right to keep tire wear to a minimum.
A front lip & rear spoiler will be over $500 but if you look in the right places you might get close to that.

car's looking pretty nice, have you thought about DIY headlight or tailight mods?

Painted headlights or tail lights. Do a search in the DIY section.

you can also go with the eibach pro kit springs instead of ark. it drops 1.2 / 0.8 vs the 1.5 / 1.0 of ark springs and you shouldn't need camber kits to get back in spec with alignment. you can find that kit under $300 if you shop around but I'm not sure if you want to diy the install. i've heard shops can charge a pretty penny to install springs.

if you can find HFCs for a good price (check for sale section here) I would get that next imho. probably closer to $650 after getting them installed at a shop.

edit; idk how you feel about your wheels but I did get my wheels custom painted for $600. If you wanted powder coating instead of paint, I think depending where you go you should be around that price range too but just my $0.02

Swift, Tanabe, Eibach, or Tein H Tech (not S Tech) are mild drop springs, but if you're that worried just leave it stock, might look into aftermarket sway bars too, those are around $300 and will make a nice difference. As far as headlights here's a link for some ideas

Keep in mind these are done professionally but you can get good results if you DIY, just not w/ as much flair as those in the gallery, unless you have patience & skill.

To answer your questions...

HFC stands for High Flow(ing) (Cat)alytic converters. They reduce the cell count from stock to make it more free flowing and still keeping its purpose. Louder than stock cats. Test pipes are basically cats delete. Complete free flow. Test pipes are cheaper but prone to rasp easier. I suggest you do some research on which brand of test pipes or HFC suits your ark exhaust best.

Go Eibach. You won't have to worry about scraping or aftermarket camber kits.

3.) TSP Front Lip, looks very nice....

Your decision.

4.) A Tune???

This should LITERALLY be the last thing on your mind in terms of performance. Makes no sense to think on getting a tune if you are thinking on getting HFCs...
