I notice that my bumper dosen't appear a lot in google images or cars here. Is this a certain name or style? And then

1. Will the stillen license plate relocator work on it? There's a "pop out" plastic piece in front of the tow hook on the black plastic grill things

2. Can I replace the cheap looking black plastic grills? Augment the existing fog lights? Just get something better?

3. What bumper is that? A non-sport? Is it considered the "cheaper" or less fancy bumper?

you can replace the cheap plastic grills (mesh).

that is a non-sport bumper. if you ask me, i call it an ugly-@$$ bumper. save your money and get a sport or ipl bumper. then add fogs to it. not to the nonsport.
