Headliner issue and my experience with Infiniti consumer affairs

I'm rather new to the board. I bought my certified preowned '09 g37s MT earlier this year. Warranty was up on oct 12 based on the 4yr mark, even though I only have 37k miles on it. Of course, with my luck, I noticed an issue with the headliner just days after the warranty expired. Where the fabric meets the back window it's starting to peel away from the roof. Took it to my dealership and they claimed they can't do anything - they have the ability to authorize good will repairs out of warranty for only about $300. Beyond that a claim has to be filed with Infiniti consumer affairs. They gave me the 800 number and sent me on my way. I have to say I was a bit miffed that the dealership wouldn't at least start the claim for me and then turn it over to ICA. Ok, no big deal, I can do the leg work.

So I call ICA and file a claim. Tell them the issue and they take my information and VIN. They tell me I'll receive a call from the local rep within 24 hrs. It takes about 48 hrs for me to get a call, which I couldn't answer, so they leave a voicemail. I call the number back within a few mins and leave a message with them. A day goes by, then two, then three. At this point I've called once a day and left 3 messages. I finally call the dealership and tell them it's been a week since I filed the claim and I have yet to have an actual conversation with anyone. They elevate it and say I should hear from someone within 24 hrs, which has now gone by without any calls.

I understand it's not an urgent matter, but it's been a week without anything happening. Meanwhile the headliner continues to get worse and I don't want to mess with it before they can see it. The dealership says the car is in excellent shape, with very low mileage, so if it was up to them they'd take care of it.

Question I have is has anyone else had issues with the headliner? I've searched, but don't see anything about damaged headliners. Also, can anyone comment on their experience with Infiniti consumer affairs? Do I stand a good chance of them approving this? Is it usual for them to take a while to get back to you?
