is the cooler aftermarket? Ive never heard of a power steering fluid cooler before. I was almost thinking there was a leak in the system somewhere but the fluid in my reservoir is still near the max line?

Usually bubbling indicates air in the line. Have you tried bleeding it or having it bled? Run the car with the cap off the PS reservoir and crank the wheel all the way to one side, wait like 5 seconds, crank it back ALL the way to the other side. wait 5 seconds. Do this like 5 or more times and see if it improves at all. If not, double and triple check to make sure you have no leaks anywhere in your lines or your rack (even into the dust boots by the tie rods). Your reservoir should not be bubbling
