yup. didn't you say the racks were interchangeable, but the inner/outer tie rods were different across the models? from what i can tell, it looks no different than my' 07 rack. this one came without the tie rods (inner or outer).

O-ring is old. Buy a new one and re-try.

If it still does it it's possible the pipe is bent and needs a new pipe or the hole in the pump has started to sleep so a new pump.
