Blue smoke on startup usually indicates leaky valve stem seals. While the car sits small amounts of oil leak past the seals and then burns off when first started.
Don't worry about replacing the PCV valves yet. Just pull them out and look behind them to make sure there isn't a puddle of oil sitting there. If it's relatively dry, the PCV isn't the issue and it's more likely to be something like valve seals.
