Whiteline bushings installed wrong?

Whiteline bushings installed wrong?

Before i go back to the shop over this i thought i double chek with you guys. I had these installed last fall and as far as im aware theres supposed to be a top bushing which looks like its missing in the attached pics. Am inwrong and whiteline changed thier product or did i get hosed by the shop? Diff side bushing looks fine, but i cant tell if the top bushing is just super thin or if thats just the top hat washer/spacer in the pic. It's def not the top bushing AND the tophat which is how its supposed to be isntalled.

Hmm I cant imagine they would forget to put in one of the 4 super obvious bushings but I guess anything is possible.

I was allowed once to drive away from a shop without rear drums. I can't believe the guy putting the wheels back on missed such an obvious item.
