Yep that is correct. The floor stick has to be over in DS/ manual selection mode to be fully manually controled. Then once you click the paddles or shift using the stick, you can then fully use the manual mode without the car shifting on it's own.
It will downshift for you but only when you are slowing to a stop. Otherwise it is fully manually controled.
