Help on tire and wheel fitment

Became a proud owner yesterday of a 2010 G37s with 50K miles!! Now I don’t know a damn thing about cars but I am wanting to learn as much as I can.

To begin, how do I achieve a stretched tire and wheel lip look like the photo shown above? Based on the photo, what tire size and wheel size is the man running? Are there any other things I need to do to get it to sit like this?
