On a budget the lowest drop will be H&R or Tein S-Tech springs or most any coilover set. When you drop low you will need full F&R camber kits as well. If you plan to DIY the install then set aside about $1k for a spring drop/alignment/camber kit, or at least $300 more for coilovers, up to another $1500 depending on brand, model of coilovers.

Budget is really the determining factor when it comes to suspension (and most other car parts, really). Regardless of how much you're looking to spend I would definitely recommend researching & looking for reviews. The suspension market is full of options but you generally won't go wrong by going with a known brand with a proven reputation.
