Aside from buying whatever I can from the classifieds. If I want to buy new tires and wheels, aiming on 20"'s what are some good whels to buy in the $1,000 to $2,000 range. Not everyone has 3,4,5 grand that they can throw down on a new set. Please include brand, size, offset, tire brand, tire size and of course $$$.

Very affordable wheels with CUSTOM offset, which usually only comes with 3-4k high end wheels. But you get it at about half the price.

is there such thing as a "good cheap wheel?" or a best wheel for a particular price range?

EDIT: the forgestar stuff looks pretty good though.

 

for that price you will be in the cast wheel world. forgestar and vossen are the main wheel vendors here, people here seem to like them.
