Heard scraping sound going above a speed bump and noticed lowered shield plate.

Hey, I went over a speed bump and heard a scraping sound. When I got home and checked it out, I noticed that the front of the shield plate was messed up, specifically, two bolts were detached and one was missing. I tried putting the bolts back but they wouldn't stick. I did some research and saw that they attach to a metal clip, but if the plastic goes away with it then you need to use a different approach. Does anyone have any recommendations on how to tackle it?

Should I simply put some on the lining and disregard the front bolts? Also, how easily removable is it, for example, when doing oil changes? Thanks for the suggestion.

JB weld is a 2 part epoxy of sorts. It's relatively permanent but can be ground down with a dremel or similar once dried. You could try rebuilding this part - https://i.imgur.com/waOmG46.png with it.
