Help Headlight replaced and still not functioning.

Headlight replaced and still not functioning.

Guys I could really use some help. Long story short I lost the liner between the tire and the back of the headlamp housing. There is now water in my housing. I have replaced the bulb but still the headlight is not working. the other bulbs work. Is it possible water got into the ballast and damaged that? Any other ideas on what it could possibly be? Thanks for any help.

did you hit something that ripped the inner liner off and also damaged the headlamp housing? perhaps you have wiring damage and when water got to those wires its either shorting out or perhaps theres high resistance.
