Anyone have a name or P/N for this?

This rubber piece on the door is turning sticky and almost liquidy rubber. Need a part number or name so I can see about a replacement. May also be what's whistling



Rubber piece right above the door trim...I think it may be part of the door trim or at least connected to it.

I don't believe it is connected to the moulding that touches the glass, but I am not absolutely sure. That ses to be connected to the back of the front door outside trim panel if thay makes sense.

Sorry, yes, that's it. The rubber piece is part of the belt trim. Now I have to figure out the best way to remove the paint that someone put on the rest of the trim where they didn't etch the chrome, so it's peeling...but not enough to make things easy.
