If you have any doubts about it I would take it to your local police office and just ask them to take a look and see if they say that they would be illegal. Its your car so you can choose to do what you want to do with it, I wont argue that, I just would make sure that they wont cause any issues. I believe that the fine is between $100-$300 for having blue lights on a motor vehicle without a proper permit. If you get pulled over you may be able to get out of it and tell the officer that your car is a show car and that you use them as cruse lights at car shows. Either way good luck.
i have a similar setup, i did five on each side and made a straight line, mine double as turn signals as well, they are the switchback ones... i liked it in the beginning, but dont anymore, the problem now is that, the black bottom part is actually part of the bumper, so if i wanted to get rid of them, i have to get a new bumper.
