what is involved with wiring HALOs or LED strips. if i send my headlights off to someone to have lights installed and have to wire them myself - what's involved?
It kind of depends on when you want them to turn on. For standard daytime running light operation you need a DRL relay which is a little module that usually connects up to the battery and the headlight power source (so they turn off when the headlights turn on). Otherwise you can just directly splice into some other light (such as the running lights) and then they will turn of whenever you turn that light on as well.
wouldn't you want them on when no lights are on? daytime running ligts shoudl come on when the car is on regardless if lights are on or nto right?

Some people like them to turn off when they turn the headlights on, but, yeah, I have mine on whenever the car is on.
If you're mounting them near the OEM position (down near the fog lights) then you shouldn't have to remove the bumper. I was able to do all the wiring going through the wheel well. It's a bit tight but you only need to remove a few screws and a push-pin (The DIY headlight bulb replacement thread had some useful info on this process).
The other thing to keep in mind is that the washer fluid bottle is right behind the right fog light so if you need to do any drilling for mounting or running wires make sure that you don't drill too far in.
