Weak leg/foot air vent stream?

It's snow/winter time in Canada, and I've always preferred using the foot air vents instead of the chest-level vents, as my feet are cold in winters.

I find the foot air vents are pretty weak in terms of heating up the the feet/leg area, even with me setting the HVAC to purely ventilate feet/leg only. Also, I can only locate air vents medially for driver and passenger, but not laterally. Furthermore, I find the passenger side leg vent has a more powerful air stream than the driver side (and no, I don't use the dual climate control option; both sides are set at same temp).

Can anyone verify the weakness of leg/feet vent air stream, and also the difference in air stream strength between the passenger and driver side leg/feet vent?

Or maybe I need to get this checked out at my next service.

You either have a very high tolerance to heat, or something is wrong with your heating system. Even when I have mine set to split level(foot and dash vents), my feet get really hot. I can't imagine having it set on foot vent only.
