navigation: avoid (vs. minimize) toll roads?

navigation: avoid (vs. minimize) toll roads?
On a recent drive from Baltimore to Wilmington, the navigation system insisted on routing me up I-95 despite the priority being set to "minimize toll roads." Is there really no way to completely avoid toll roads like my Garmin?
