check engine light
Is it normal to have check engline light after upgraded tires and wheels from the stock '13 g37 sedan to 20's?

No. Take it in to find out what's wrong.

You should never have a SES light on after a tire maintenance. If it's the tire indicator light then possibly they jacked up your TPMS sensors.
