Question about wheels!

Question about wheels!

How do you get part of the wheel to stick out from the tire? Do you buy the tires shorter in width so they dont go all around or is it the way the wheel is made? Heres a picture as an example of what I'm talking about.

its called running a stretched tire. you run a more narrow tire so you can fit a more aggressive wheel and be able to lower it. Alot of people lite it to get a really flush look

tuck your wheel in a little (raise ride height) so that you can only see the rim
