This is a really tough one. I've been contemplating it alot this past week as well.
I think it depends on several factors:
1. Is the car softly or aggressively styled? If it's aggressive, white on black is going to suit it's styling better. If it's softly styled, white on gray suits it more as white on gray tends to be a classier and softer look.
2. Are the alloys thick or thin? I find that thicker alloys tend to suit silver/grays more and thinner alloys tend to suit black more but that's just my personal observations. Obviously there are plenty of exceptions.
3. Are the detailings of the car in the same colour as the alloys? this I think plays a big role in determining whether a colour works or not but it doesn't detract from the overall effect which is either softer or more aggressive. It can look nice if the alloys/details are the same but it doesn't necessarily look right or look better.
Take for example these four Maseratti's....It's pretty tough but I think it's a clear cut winner:
White on Black or Black on Gunmetal...
The white on gunmetal just doesn't give the same "oomph" effect

Another example:
I just don't see the gunmetal sitting as well as the black on white cars. Probably I guess because the detailing isn't matching but two very different cars (one aggressively styled, the other not as aggressively, white on black wins in both cases imo)
